In a race for galactic independence, the United States of North America finds itself at the forefront of negotiations with the Sh'daar Collective, following a history of rebellion against the Earth Confederation. As USNA Marines eliminate the last pockets of dissent, an unidentified alien ship escapes Earth's orbit, prompting President Alexander Koenig to scrutinize its significance. The crew of this mysterious vessel presents a perplexing challenge, possessing the ability to manipulate time, forcing Koenig to determine whether they are heralds of progress or potential harbingers of doom.
