When Navy Seal and SCUBA diver John Drew is wrongfully imprisoned in Pelican Bay, his situation worsens as heavy rains threaten to flood the valley where his wife and baby reside. Despite initially refusing to participate in the world's only prisoner SCUBA diving program, he volunteers to lead a team of inmates for emergency repairs to the Caustic Dam. However, his arch-rival, Nick Cintron, plots an escape amid the chaos, forcing Drew into a desperate race against time to save his family and the surrounding community.
