Shell Scott is hired by State Senator Paul Hershey to gather damaging information on Joe Blake, a notorious Los Angeles crime figure and political opponent. As Blake's smear campaign escalates, Hershey's best hope is to uncover evidence that could expose Blake's criminal activities. However, delving into Blake's world is dangerous, and maintaining secrecy becomes a critical challenge for Shell Scott.
