In 2003, the River City Police Department faces significant challenges as strained budgets, public unrest, and internal negotiations create a tense environment. Amidst these difficulties, rookie detective Katie MacLeod is tasked with helping to stop a killer targeting vulnerable women on the city’s streets. As the department navigates its complex issues, the dedicated officers must work together to focus on their mission to serve and protect.
