Emerald, a young mermaid princess in training, enjoys exploring her underwater world and spending time with her pet octopus, Inkibelle, despite the strict rules of royalty. As her family prepares for a visit from the Seadragon royal family, Emerald finds herself caught up in an unexpected adventure when Prince Mola Seadragon runs away with a manta ray. Together, they embark on a journey across Scallop City, discovering they have more in common than they initially thought.
