Former Vietnam POW Jacob Slaughter is dispatched to Hanoi to negotiate a trade agreement for the United States, but his mission takes a personal turn when he discovers his former cellmate and friend, Captain Charles Wooten, still imprisoned and in poor condition. Returning to Washington, Slaughter battles to secure the trade concessions Vietnam demands in exchange for the freedom of Wooten and other American soldiers.
