In Eugene, Oregon, a series of mysterious hangings with identical antique nooses prompts a police investigation that uncovers unsettling clues. As the case unfolds, an international organization known as O.C.L.T. arrives to investigate supernatural or otherworldly threats, working alongside local characters, ghost-hunters, and various colorful figures.
