Police Inspector Lu Fei, known for his knack for attracting trouble, is assigned to a quiet town in Northern China, where he uncovers a missing waitress linked to a restaurant frequented by the elite and run by a gangster. After facing suspension for his inquiries into illegal animal trafficking, Lu is approached by a mysterious government official who sends him undercover to dismantle a dangerous trafficking network.
