Six years after the president's difficult choice to abandon Washington to the undead, The Wall has been erected to contain them. With a new presidential election on the horizon, one candidate pledges to recover the lost Declaration of Independence and Constitution. Retired CIA operative Asher Hawke, known as the Kestrel, is enlisted to lead the recovery mission, only to uncover a web of organized crime involving stolen artwork and bodies behind The Wall.
