In an effort to combat the Phoenix opioid epidemic, Captain Mendoza enlists Detective First Grade Boyce to go undercover as a homeless woman, surveilling a dangerous drug gang led by Cicero Paz. As the situation escalates, Mendoza turns to the unconventional and flawed hero, Jackson, whose willingness to break the rules may be the only hope to protect Boyce and infiltrate the criminal organization.
